Passport Application of A Minor
Every individual must have his/her own separate passport including children and infants.In earlier days the name of the child used to be endorsed on one of the parents’ passport preferably on the mother’s passport but not any longer.An adult is deemed as the person who has celebrated his/her eighteenth (18) birthday.They can apply for a normal adult passport as soon as they attain this age.
The Passport for a Minor is valid for five years or till he/she attains the age of eighteen (18) years, whichever is earlier. However, minors aged between fifteen (15) and eighteen (18) years have the choice to apply for a 10-year passport rather than applying for a passport which is valid till they turn eighteen (18). It is important to note that the associated Passport Fees differs according to the category chosen by a minor.Fee for a 10-year passport is higher than the category of passport which is valid till a minor turns eighteen (18).However please note that a 10-year passport is issued only after police verification.Minors who have reached seventeen (17) years of age but not completed the eighteenth (18) year will be issued a passport valid for five years and for the normal fee.Minors are issued a 36-page passport booklet
APPLICATION PROCESS FOR A MINOR
The parent or the guardian can apply for a minor’s passport. In other words, either the legal guardian or the parent ought to give his or her consent for issuance of a minor’s passport.It is assumed that consent of both parents is available, unless specified.The parents or guardians have to be present at the PSK or must send consent of passport issuance with the child.Signing of Annexure D is the consent given by the parent/s or the legal guardian for issuance of the Minor’s passport.
In cases where one parent who is actively applying for the passport of the minor while the other parent does not give his/her consent should submit Annexure C
Current address proof document in the name of parent(s) can be submitted for Minor applicants.It is advised to carry original and self-attested copies of parents passport to Passport Seva Kendra (PSK), in case parents possess passport.All documents can be attested by parents.The minor applicant is eligible for Non-ECR till he/she attains the age of eighteen (18) years.
Both parents are not required to possess passports for acquiring/applying for their child’s/infant’s passport.However it is important that either the father or the mother have a valid passport with the spouse’s name endorsed in it, which remove/reduces the need for the police verification for issuance of the child’s passport. In the case one parent holding a valid passport, but without his/her spouse’s name being endorsed in it, then the parents’ should opt for a re-issuance of the passport for making the necessary amendments or changes.
In cases where one of the parent is abroad and cannot make it to the PSK for the appointment,He /She needs to go to nearest Indian Consulate/Embassy/High Commission in the respective Country and get a Sworn Affidavit duly attested by the Indian Consulate/Embassy/High Commission officials (per Annexure D). The original copy of the sworn affidavit should be carried along with you at the time of visiting the PSK. If the parent is unable to provide the consent due to some reasons then the parent filing the application should submit Annexure C
Application done for minor(s) with a single parent, the other being deceased, then Annexure D, must be provided.
The passport application process for a Minor is the same as for other applicants.Under the new system of passport issuance, every applicant including minors and infant must be present at the passport office to submit their biometrics and have their photograph taken,or submit a photograph.No person can get the passport application process, verification and issuance done on behalf of another.
Please log on the Passport Seva Website and follow the Steps to fill the form (In this case register the minor on the Passport Seva Website.Then pay the applicable fees and schedule the appointment.
Then visit the Passport Seva Kendra at the appointed time or atleast 15 minutes prior to your scheduled appointment.Minor children are given preference and are allowed to go through without waiting in long queues.As usual the Passport process is smooth and organised with some rounds of verification and collection of biometrics and photographs. You will receive an Acknowledgement receipt at the end of the process like you receive it for other normal Applications
